I see this vent on many cars. For rear-engine cars, it is a breathing vent or cooling vent. On front-engine track-only cars, there is something like it to vent the rear brakes, but those vents tend to be smaller and located in the rear corner window. You could also imagine a rear differential cooler behind it on one side. Finally, you could imagine an aerodynamic purpose, where air is just redirected out the front of the wheelwell. This could prevent high-speed air from going into the rear of the wheelwell and slowing the car at speed. I'd like "The Devils Z" to say if the vent is actually plumbed or aimed to go someplace or if it is purely decorative and just dumps air (pointlessly) on the rear tire. (I suppose it could help prevent the tire from overheating, as you say. I realize you were being sarcastic, but for an overpowered car perhaps it could be useful in a many-lap race.) Or maybe, like Mustangs, there isn't even an opening there at all -- it could be just a panel with a pocket that looks like it has an opening.
